Washington legislature approves first income tax on millionaires

Factcheck: Washington state “millionaires tax” is advancing, but it hasn’t fully become law yet.

  • The Washington State House of Representatives approved a bill (SB 6346) that would create a 9.9% income tax on earnings above $1 million, marking a potential first income tax in the state’s history. The measure passed the House after more than **24 hours of debate by a close 51–46 vote.

  • The bill already cleared the State Senate earlier, so it’s now headed back to the Senate for final approval of House amendments before reaching the governor’s desk. If signed, the tax would apply only to income over $1 million beginning in 2028.

  • Democrats control both chambers and the governor has indicated he plans to sign the bill, so the odds of it passing the legislature are fairly high. However, this is not yet final law — and legal challenges are expected because Washington’s constitution historically restricts how income taxes can be applied.

Bottom line:
Washington is close to enacting its first state income tax targeting high earners, and politically it has momentum, but the legislation still must complete final legislative steps and may face court challenges before becoming law.
