1. China never confirmed that, only stated more details of the principle of agreement framework has been identified and China will approve “Qualified” applications according to the law (no military use rare earth has been approved)
2. Western media pushed for the idea that no rare earth will be controlled by China now, contradicting Chinese statement

Why is there a discrepancy for such an obvious topic? It is to give Trump Admin an excuse down the road to accuse China of not abiding by the London Agreement. Just wait a few more months
