A couple of points here.
We give a good bunch of money every year as a matter of course.
Just because they haven’t spent money earmarked for war doesn’t mean it hasn’t been approved, sent or received.
Israel is literally dominating in their war with Hamas after being brutally attacked killing thousands of innocent people, and not one single American dollar has been spent on that war yet.
Just think about that.
