Weird “Extremely serious alert” text message sent by authorities in Paris

More news from Paris, 19 days after the Moulin Rouge blades fell to the ground.

During the coming Olympics, access to motorized vehicles will be restricted in the areas of the games, and unauthorized people will have to request an authorization and QR code to be allowed access.
Yesterday May 13th at 8 PM, all mobile phones located in these areas received a text message with that information.

What is puzzling though, is the very alarming tone of the message and that the maximum danger level “Extremely serious alert” was used (“Alerte extrêmement grave”).
People freaked out and are furious, with all phones ringing at the same time like there was a serious emergency.
