Trump proposed cuts to EPA, HUD, CDC and NIH in budget requests; Congress ultimately approved higher funding levels in several cases

Hence the spending and deficits are congress’s albatross, not POTUS.
They own them and they’ll continue to be outrageous from administration to administration because no one in congress will ever force spending cuts or even reasonable spending control.
