Elaine Forbes started as Sausalito City Manager on July 1 with a 275,000 dollar base salary plus benefits totaling about 335,000 dollars.
After only three weeks she was put on administrative leave then arrested on July 18 for felony burglary.
Forbes boarded a 75 foot yacht she did not own at Sausalito Yacht Harbor.
She drank Grey Goose vodka and tequila that were on the boat leaving the bottles empty.
Forbes sounded the yacht horn loudly for an extended period starting around 6:30 AM waking people up.
Deputies found her trying to start the boat and manipulating controls as if attempting to steal it.
She had previously been San Francisco Port Director until quitting last fall.
Family members said she is experiencing a mental health crisis and her estranged wife visited her in jail.
