These moves come after SCOTUS struck down Trump’s EO and upheld broad citizenship rule.
EO route was always weak and temporary. Amendment or strong law is needed for lasting change.
Ogles bill targets the entry point (pregnant foreigners) which is easier than full amendment.
Success depends on Republican unity in Congress. Past bills like SAVE Act show it is not guaranteed.

Proposing an amendment to the Constitution of the United States to protect United States citizenship.
That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:
