Ofcom, the UK’s Internet censor, threatening American site 4chan with fines and arrest if they refused to censor their site

Ofcom is UK regulator for internet under Online Safety Act.

They investigate 4chan because site has many UK users.

Ofcom send legal notices asking 4chan to do risk assessment for illegal content and add age checks to block kids from porn.

4chan refuse because it is US company and say UK law not apply to them.

Ofcom issue fines: first £20,000 plus £100 per day.

Later bigger fines: £450,000 for no age checks on porn, plus more for other failures. Total around £520,000.

Notices threaten bigger fines up to 10% of worldwide money or even arrest and jail up to 2 years for bosses.

4chan lawyer say they not pay and fight in US court. They call notices useless like hamster bedding.

4chan still not censor or change site much. UK can try block access for British users but not force full censor.
