Kyiv: EU ‘reparations loan’ is bridge to frozen Russian assets transfer

Speaking at the Money for Victory: Make Russia Pay conference in Kyiv, Mudra stressed that Ukraine continues to demand the legal transfer of Russian assets in line with international law.

“This legal construct is currently being formed,” she said, adding that the Presidential Office welcomes the European Commission’s initiative as a “practical and extremely necessary step forward.”

Under the proposed mechanism, the EU would use income generated by frozen Russian sovereign assets as collateral to provide loans for Ukraine’s defense and recovery. However, these funds do not constitute reparations from Russia, but rather an interim measure designed to bridge the gap between urgent needs and full asset transfer.
