That said, ships in its fleet (linked to Iran’s sanctioned IRISL) have repeatedly carried sodium perchlorate from China. Iran converts it into ammonium perchlorate, the main oxidizer for solid rocket propellant in ballistic missiles like the Kheibar Shekan.
