U-Haul Truck Incident at Coast Guard Base Leads to Officer-Involved Shooting

On October 23, 2025, a U-Haul truck driver reversed the vehicle directly toward a line of security personnel at the entrance to the U.S. Coast Guard Base Alameda in California, prompting officers to open fire. The incident occurred around 10 p.m. local time, hours after a day of demonstrations outside the facility had dispersed.

Eyewitness photographer Rick Villaroman, reporting for KPIX, captured video footage showing the truck parked nearby for much of the day before suddenly accelerating in reverse toward officers blocking the gate on Coast Guard Island bridge. “He just hit the gas and sped towards them,” Villaroman stated. Officers, with guns drawn and yelling orders, fired approximately 20 to 30 rounds at the vehicle.

The driver halted the backward motion upon the gunfire, shifted gears, paused briefly for several seconds—appearing to look downward for over 30 seconds in one video—and then drove forward away from the line. The truck stopped momentarily before continuing, later returning to a nearby street where the driver parked and exited on foot, abandoning the vehicle.

Authorities confirmed two men arrived at local hospitals with gunshot wounds shortly after; one is believed to be the driver. No other injuries were reported among officers or bystanders.

The U.S. Coast Guard Pacific Area and local police have not released the driver’s identity or details on any arrests. An investigation into the use of force is ongoing, with no further updates as of October 24 morning.

Federal officers, including the Coast Guard, are allowed to use deadly force if they reasonably believe someone poses an immediate threat of serious harm. That rule comes from a 1989 Supreme Court case called Graham v. Connor. In Oakland, they fired more than 25 rounds at a U-Haul that was reportedly reversing toward the base gate and ignoring commands. If they genuinely saw that as a real and urgent threat, the shooting could be legal. The FBI is now investigating whether that belief and the amount of force used was reasonable.
