Studies (e.g., Pew, CIS) show this shifts a few seats—estimates range from 1-5 favoring high-immigrant states (mixed red/blue like CA, TX, FL)—not 18 specifically for Democrats. Red states faced 2020 undercounts, but that’s separate. Excluding non-citizens has been ruled unconstitutional. No evidence supports redoing the Census.
