Two of the Chinese ships are labeled research vessels. Ji Di and Zhong Shan Da Xue Ji Di carry high-end communications gear. U.S. crews intercepted them near the Chukchi Sea. The Coast Guard confirmed they were in international waters. It did not explain why a research ship needs signal-mapping tech.
