This was stated by British Foreign Minister David Cameron at a meeting with ambassadors of Arab states.

“We have a responsibility because we must begin to define what a Palestinian state will look like, what it will include, how it will work… While this is happening, we will, together with our allies, consider the issue of recognition of a Palestinian state, including UN,” Cameron was quoted as saying by The Independent.”
