2. Countries With Partial or Conditional Restrictions
These countries don’t have a full ban, but Israeli passport holders face significant limitations:

Saudi Arabia
Historically banned Israelis.

Now allows limited entry for business or special visas.

Malaysia
No formal legal ban.

In practice, Israeli travelers are often denied entry unless they have special approval.

Oman
Transit is allowed.

Full entry for Israeli passport holders is generally not permitted.

Maldives
Announced a ban on Israeli tourists in 2024.

Not a blanket ban on all Israeli passport holders, but functionally similar.

Countries That Don’t Ban Israelis, But Ban Israeli Passport Stamps
These countries allow Israeli passport holders as long as their passport does not contain an Israeli entry/exit stamp:

UAE (now normalized, but stamp issues used to matter)

Qatar

Indonesia

Sudan (varies by political climate)

Morocco (now normalized, but older passports with stamps sometimes caused issues)

This is why Israel stopped stamping passports years ago — they issue a separate entry card instead.
