CARROLL COUNTY, Ky. (WKYT) – UPDATE: 6:37 P.M.- Officials from Kentucky Utilities tell WKYT that the opening at Dix Dam was a controlled spill. These controlled spills have occured since Friday night and gates are being closed now and throughout Sunday evening.
