Wisconsin Judge Hannah Dugan indicted by a grand jury for helping an illegal escape ICE

A Wisconsin judge is facing federal charges after allegedly helping an undocumented immigrant escape ICE custody. Judge Hannah Dugan, who serves on the Milwaukee County Circuit Court, has been indicted by a federal grand jury for obstructing a U.S. agency and concealing an individual to prevent an arrest.

The indictment stems from an incident on April 18, 2025, when Dugan reportedly assisted Eduardo Flores-Ruiz, an undocumented immigrant with multiple prior deportation orders. Court documents reveal that while presiding over Flores-Ruiz’s hearing, Dugan knowingly directed him and his attorney through a restricted jury exit, avoiding federal agents waiting outside the courtroom.

The situation escalated quickly. ICE agents pursued Flores-Ruiz, eventually apprehending him outside the courthouse after a brief chase. The Justice Department launched an investigation into Dugan’s actions, leading to her April 25 arrest.

Federal prosecutors argue that Dugan’s conduct directly interfered with immigration enforcement. The charges include obstruction of justice and aiding an unlawful escape, carrying potential sentences of up to six years in prison and a $350,000 fine.

The Wisconsin Supreme Court has suspended Dugan from her judicial duties, pending trial. Legal experts suggest that this case could set a precedent for how courts handle interference in federal immigration matters. This indictment sends a strong message. Federal agencies are cracking down on officials who obstruct immigration enforcement, reinforcing that no one is above the law, not even judges.
