Turkey is not guessing here, it is sitting in the middle of both sides and relaying messages in real time, which makes its signals more connected to actual movement than public denials coming out of Washington or Tehran. That doesn’t mean formal negotiations are fully declared yet, but it does mean something is already happening behind the scenes whether officials want to admit it or not. This is how every serious US Iran contact has worked historically, third party channels first, public denial second, and controlled acknowledgment only when both sides are ready to own it politically. So when Turkey says there is progress, it is not speculation from the sidelines, it is reporting from inside the communication pipeline itself.
