Chevron has announced the relocation of its headquarters from San Ramon, California, to Houston, Texas, marking another major business leaving California’s challenging regulatory climate. Set to finalize the move by late 2024, Chevron aims to shift all corporate functions to Houston within five years, seeking the business-friendly environment Texas offers.

This move reflects a larger trend: over 80 prominent businesses, including Tesla, SpaceX, Oracle, HPE, and Charles Schwab, have migrated from California to Texas in recent years. Many cite California’s progressive policies as a hindrance to business operations, favoring Texas for its lower taxes and more supportive regulations.

California’s job growth trends underscore this shift, with government jobs now accounting for nearly all employment gains. Between January 2022 and June 2024, the state added roughly 156,000 jobs, with 96.5% of them in the government sector. Private-sector employment, on the other hand, dropped by over 46,000 workers since January 2023. As private-sector job creation stagnates, California faces increasing scrutiny over its policies pushing businesses out, casting doubts on the state’s economic future.
