CA ends 26 open states of emergency

This happened earlier in the year. But why are so many open? It says they go back to old fires and of the like as well as COVID 19 etc.

Once they are open and they leave them open what does that allow them to do on the back end. For example this hurricane that came through. They opened a state of emergency. Biden even opened a presidential state of emergency. Ok great but it’s over and nothing happened so why not close it?
