- Russia’s Stance: Dmitry Medvedev, Russia’s former president and now deputy chairman of the Security Council of Russia, recently stated that Russia will seek to occupy “remaining Ukrainian lands” even if Ukrainian President Volodymyr Zelensky agrees to the Kremlin’s most recent conditions for peace. These conditions include accepting the annexation of four Ukrainian regions (Luhansk, Donetsk, Kherson, and Zaporizhzhia) following referendums deemed illegal by the international community. Medvedev emphasized that Russia would not accept any negotiated peace settlements with Kyiv short of Ukrainian capitulation and the full occupation of Ukraine.
- Ukraine’s Position: President Zelensky has expressed readiness for peace talks with Russia if Moscow pulls out of all Ukrainian territory. However, he also emphasized that Putin’s actions must be stopped, whether through military or diplomatic means. Additionally, Ukraine has stated that any peace deal must invalidate the 2022 annexations and consider the Crimean Peninsula as part of Ukraine.
